The risk assessment of modifications to operational nuclear facilities should be proportional to the risk magnitude. Hence the modification should be classified according to the risk and must consider the possible implications if poorly conceived or implemented.

For complex modifications we would advocate a staged safety justification that initially considers the concept design proposal (Preliminary Safety Report) before full assessment of the emerging detailed design and prior to construction. For less complex modifications a single safety report may be appropriate.
